The tension on the housing market is not relax. The latest national statistics reveal that the average size of a household (household equivalent to housing) has still decreased last year, multiplying the needs for housing. Almost a third of the households living alone, the share of single parent families is progressing and 64 of households do not exceed two persons. Result: last year, the France had more than 2.37 people per household, compared with 2.39 people two years ago and 2.51 people in 1999.
These figures, available every two years, comes from the crossing of the branch tax files of public finance and supply the Commissioner-General for sustainable development analysis of distinct from that of the Insee housing stock. It reveals such that the decrease of household size is same amplitude for all the articles of occupation, this nearly as households whose main occupation is owner or tenant social are larger size households of private tenants (2.5 people against 2.1). Thus, in almost half of the housing of the rental private park (46) resident of individuals living alone, compared to 37 in rental Park social and a quarter only for homeowner.

This situation naturally induces a growing shortage in the number of housing units as parts also problem. Overcrowding, measurement of the mismatch between the composition of the household and the number of housing parts, is 15 of the total fleet. The social rental sector is the most affected, with 22 percent of overcrowded housing, private rental Park (20), the homeowner is significantly less concerned. In geographical terms, the Parisian basin has an important part of overcrowded housing: most municipalities located on the outskirts of the capital record 26 rates of overcrowding.
In the actions announced to relieve the shortage, the Secretary of State for housing, Benoist Apparu, had called last year housing agencies to buy vacant units. But the Government has is a lever-action to manage the shortage and the inadequacy of Habitat If the vacancy is very media, it is in fact no big issue according to the Commissioner-General for sustainable development, since "vacant units are instead located in rural areas, South of a diagonal connecting southwest to the Northeast", not in tense urban area. The proportion of vacant units, which had reached a low point to 8.1 of the total Park in 2005, is recovering since then, to 8.8 in 2009. At the same time, the part of the main residences has declined since its peak in 2005 at 82.8 to 82 last year.
Furthermore, 70 per cent of vacant units (or 6.4) remain empty until less than three years. It's a holiday "frictional". It is this which has increased since 2005, leading the Commissioner-General for sustainable development to see "a relaxing on housing markets due to the dynamism of the new construction". The share of true vacation, more than three years, has not changed and is only 2.4 of the Park. We must therefore build more, whilst reducing the area available per person, which further increased ( 1.7 since 2007). In 2009, every inhabitant of Metropolis had nearly 36 square metres.
